PROBLEM TO BE SOLVED: To provide a cutting device where an operation can be securely performed at all rolling mill discharge rates without changing the root of a bar steel. SOLUTION: A shear body 1A is almost composed of: knife holders 12u, 12d continuously rotating to opposite directions each other with a pair of rotary shafts 11u, 11d parallelly arranged in a direction orthogonal to a pass line across the pass line as the central shafts, respectively; a driving mechanism driving the pair of rotary shafts 11u, 11d; and a linear motor 16 moving the knife holders 12u, 12d in the shaft directions of the rotary shafts 11u, 11d. At the tip parts of the knife holders 12u, 12d, first cutting edges 13 arranged in such a manner that the new tip part of a cut bar steel 10 orients the upper part and second cutting edges 14 arranged in such a manner that the new tip part of the cut bar steel 10 orients the lower part are disposed side by side, and the space between each first cutting edge 13 and each cutting edge 14 forms a carrier passage of the bar steel 10.
