PROBLEM TO BE SOLVED: To provide an under-floor heat insulating structure ensuring a desired heat insulating performance and having a good workability in the construction. SOLUTION: In a floor section of a building unit, a plurality of floor beams 16 are stretched at predetermined distance between floor girders 13 facing to each other while a floor material composed of a floor finishing material 22 and a particle board 23 is laid above the floor beams 16. Also, a heat insulating structural body 25 is placed below the floor material. The heat insulation structural body 25 is composed of a thin-plate like base sheet 26 and a plurality of heat insulating materials 27 attached to the lower surface of the base sheet 26. The heat insulating material 27 has a pouch body 27a containing fiber heat insulating material such as glass wool, rock wool or the like, and is attached to the base sheet 26 in such a way as to be separated from each other in order to avoid interference with the floor beam 16.
