<p><P>PROBLEM TO BE SOLVED: To provide an electrophotographic toner external added agent with which a high-grade image, more particularly an image extremely little in scumming, can be obtained at an appropriate image density without contamination of an electrostatic charging device, a development apparatus, a photoreceptor, and an intermediate transfer member by a developer, and which has reproducibility even with any transfer media and can form the stable image free of image blur, dust and transfer omission, and a method of manufacturing the same. <P>SOLUTION: The toner at least includes: a binding resin; a coloring agent; and an external additive agent, and in which volume average grain size is≤15μm and a flocculation degree is 5 to 70. Further, the external additive agent is composed of inorganic particulates in which the average gain size of the primary grains subjected to hydrophobic treatment is≤100 nm, and the survival rate after extraction treatment of a hydrophobic treatment agent is 40 to 98.5% by weight, and also, the external additive agent at least comprises a compound with an organopolysiloxane structure expressed by general formula (1).
