PROBLEM TO BE SOLVED: To provide a method for forming a rigid polyurethane foam laminate using water as a foaming agent. SOLUTION: This method for forming the excellent rigid polyurethane foam laminate having excellent adhesiveness is characterized by using a urethane composition comprising a polyisocyanate compound and a polyol composition comprising a polyol compound, a polyoxyethylene sorbitan fatty acid ester, water and a catalyst to produce a water-foamed rigid polyurethane foam excellent in dimensional stability, strength and heat insulating property, and then coating the foam with an aqueous material containing water as a medium.
