PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing a gas discharge panel with no possibility of gas leak in the panel caused by cracking of an exhaust pipe during exhausting, or tilting of the exhaust pipe. SOLUTION: This device for manufacturing the gas discharge panel has a gas supply and exhaust head part directly or indirectly connecting an supply and exhaust hole formed in the gas discharge panel to a gas supply and exhaust part to supply and exhaust the gas in the gas discharge panel, and the gas supply and exhaust head part is fixed to the gas discharge panel by a member gripping the gas discharge panel.
