PROBLEM TO BE SOLVED: To provide a position instruction device capable of performing change of moving average time (S-shaped time) during operation, and a position instruction generation method. SOLUTION: The position instruction device includes a first command response transmitting and receiving part (1) for receiving a command from a host system and returning a response thereto; a linear acceleration/deceleration instruction generation part (2) for generating a first segment instruction position from the command; an S-shaped acceleration/deceleration instruction generation part (3) for performing moving average to the first segment instruction position by a settable frequency according to the command to generate a second segment instruction position; a second command response transmitting and receiving part (4) for transmitting the second segment instruction position to a position controller and receiving a response from the position controller; and an instruction position generation part (5) for generating an instruction position from the second segment instruction position. The device further comprises a frequency change determination part (6) for determining whether the frequency is changeable by a command for moving average frequency change from the host system or not, and generates, when it is changeable, a frequency change signal.
