PROBLEM TO BE SOLVED: To provide confetti-like silica particles substantially constituted of an inorganic material. SOLUTION: The confetti-like silica particles have silicate projections (B) having a height of 1-300 nm on the surface of a spherical silica (C) having an average primary particle diameter of 10 nm-10μm (wherein, the height of the projection (B) < the diameter of the spherical silica (C)), and, in a manufacturing method, water glass is subjected to polycondensation reaction in an alkali aqueous solution in the presence of the spherical silica particles for forming the projection having an average primary particle diameter of 5-300 nm.
