A winding paper core and a manufacturing method thereof are provided to reduce pollution using environmental-friendly materials for a hardener applied on a surface thereof. A manufacturing method of a winding paper core includes the steps of: forming a cylindrical core layer by adhering ribbon papers wound in spiral direction(S110); cutting off the ribbon papers for forming an external cover on the core layer(S120); applying adhesive uniformly on a plane of the ribbon paper and a cut surface of the ribbon paper(S130); adhering the cut ribbon paper winding in the spiral direction on the core layer in a second connection method(S140); polishing a surface of the external cover for removing unevenness surface and foreign substances on the external cover(S150); applying a hardener and wax on the external cover and drying the external cover(S160); and polishing the external cover smoothly(S170).
