An anti-aging cosmetic composition is provided to show excellent anti-oxidation capability, cell activation capability through cell proliferation, collagen synthesis promoting effect and immunity enhancing function within a short period of time without skin irritation and maintain the anti-aging effect for a long time. An anti-aging cosmetic composition comprises a fermented extract of oriental herb medicines obtained by adding the oriental herb medicines during culturing of yeast, lactic acid bacteria such as Lactobacillus sp. and Bacillus sp. or bacteria and then culturing it, wherein the oriental herb medicines is a mixture of ginseng, Radix Rehmanniae and Poria cocos in a weight ratio of 0.5-12:4-100:3-200, the yeast is at least one selected from the group consisting of Saccharomyces sp., Schizosaccharomyces sp. and Kluyveromyces sp., the lactic acid bacteria is at least one selected from the group consisting of Lactobacillus sp. and Bacillus sp., and the bacteria is at least one selected from the group consisting of Weissella sp., Gluconobacter sp. and Bacillus sp..
