A transparent conductive film, a manufacturing method for the same, and a touch panel having the film are provided to restrain the generation of oligomer in a film base material by preventing the film base material from being exposed by forming an undercoat layer at an unpatterned part. A transparent conductive film has a transparent conductor layer(3) formed by disposing at least one undercoat layer on one or both surfaces of a transparent film base material(1). The transparent conductor layer is patterned. An unpatterned part(b) where the transparent conductor layer is formed has at least one undercoat layer. At least two undercoat layers are formed. One of the undercoat layers separated far apart from the transparent film base material is patterned the same as the transparent conductor layer.
