A server for operating applications is provided to load the application easily on an IC card after a predetermined time regardless of storage capacity of an IC chip or time/position by generating a code corresponding to the application, having a small size, and easily loaded on the IC card, loading the code on the IC card, and loading the application automatically to the IC card based on the code. A server(100) comprises a loader(110) and an application extractor(105). The loader provides an application, which is extracted or received from a storage medium(120) by the application extractor, to a member shop card terminal(135). The loader loads the application or an application code corresponding to the application to a client card(150), which is a smart card, by determining whether the application or the application code is loaded to the client card based on application loading information of a storage area of the client card. The loader loads the application code, which is smaller than the application, providing basis for downloading the application in future to the client card when the size of the application requested by a user is bigger than the remaining capacity of the storage area of the client card.
