An apparatus and a method for controlling the hand-over in an end-to-end service are provided to prevent the unnecessary waste of resources and to offer the telephone call quality relating to the telephone call condition. A hand-over managing member(120) collects the related information of a transmitter terminal or a receiver terminal operated under the IMS(IP Multimedia Subsystem) and outputs a control signal for controlling a service hand-over of the transmission terminal or the receiver terminal on the basis of the collected information. Service hand-over control members(130,140) offer the related information of the transmission terminal and the receiver terminal to the hand-over managing member and manages the service hand-over of the transmission terminal or the receiver terminal on the basis of the control signal. The service hand-over managing member includes an information collecting member for collecting the related information of the transmission terminal and the receiver terminal.
