A device for upgrading a dual system is provided to reduce upgrade load and time of a control unit by enabling the control unit to activate active and standby cards through a dummy terminal installed in the control unit and download/upgrade firmware with the same IP(Intellectual Property)/ID. A switch(22) comprises a switch block(221) switched to a selected port by being turned on/off according to a control signal of a control unit(21), a dummy hub(222) transferring data to all ports connected to the switch block and the dummy hub, and a DAC(Digital Analog Converter)(223) converting the transferred data. The switch is changed into a dummy mode when firmware is upgraded, and is changed into a switching mode when the firmware is completely upgraded. Active and standby cards(24,25) are connected to the dummy hub, and are set as the same IP/ID. The active and standby cards are activated as the dummy mode when the firmware is upgraded, and are changed into the active and standby modes by changing into the switching mode when the firmware is completely upgraded.
