A method for producing dry cement mortar is provided to produce the healthful cement mortar having excellent far infrared emission, antimicrobial and deodorant functions without any pre-treatment of coal bottom ash. A method for producing dry cement mortar includes a step of blending 20-33 parts by weight of cement, 75-57 parts by weight of coal ash, and 5-10 parts by weight of a water-reducing agent, an expanding agent, and an anhydrite. The dry cement mortar has compressive strength of 7.2% and 12.0% at 7 days and 28 days, a water retainability of 79%, an air amount of 24%, and a sand content of 57%.
