<p>A scheduling apparatus and a scheduling method in a mobile communication system are provided to determine the priority order of scheduling in consideration of usable wireless resources. A count value managing member(201) stores and updates the count value of each terminal in order to determine the scheduling priority order. That is, the count value managing member increases the count value of a terminal with the allocated resources through the scheduling. The count value managing member also updates the count values of terminals with no scheduling. A priority order determining member(203) determines the priority order of the scheduling with reference to the count value of each terminal stored in the count value managing member. A resource allocation member(205) allocates the resources for transmitting the data of the corresponding terminal or service according to the priority order determined by the priority order determining member.</p>
