A tunnel construction messer construction method using grouting is provided to obtain strong support by making grouting steel pipes form horizontal parts and shoulder vertical parts. A tunnel construction messer construction method using grouting includes the steps of: inserting messers, which is supported by timberings(2), in a facing, and digging earth as deep as the messers are inserted; inserting grouting steel pipe(101) in an inner wall of the facing to prevent arc sliding at horizontal parts(H) and shoulder vertical parts(V); digging earth at the facing and forwarding the messer; and inserting grouting steel pipes at the messer upper area of the facing to prevent earth from collapsing at the facing, when bottom and the upper surface of the facing form an angle of repose.
