A device and a method for transferring a message are provided to enable a user to easily obtain event information generated from an external device by transferring the message received from the external device such as a portable terminal to the user, and facilitate carrying and use by reducing size and weight of the device. A communication interface(110) receives a message from an external device and outputs the received message. An electric stimulus pattern provider(135) provides an electric stimulus having a frequency based on information included in the received message. A pad unit(160) includes at least one pad for transferring an electric stimulus signal received from the electric stimulus pattern provider to a human body. The electric stimulus pattern provider includes a controller(120) generating digital electric stimulus pattern information corresponding to the analyzed information by analyzing the received message, a DAC(Digital Analog Converter)(130) generating a reference analog electric stimulus signal based on the digital electric stimulus pattern information, and a low frequency generator(140) generating a low frequency signal having the frequency based on the reference analog electric stimulus pattern signal.
