<p>A moisture permeable polyester-based elastomer film that has been subjected to a stretching treatment and has a tension set of not more than about 10 percent when elongated by 50 percent is provided. A process for the manufacture of the moisture permeable polyester-based elastomer film is disclosed. A moisture permeable waterproof fabric comprising a the polyester-based elastomer film laminated to a fiber fabric is further provided.</p>
