A developing apparatus and an image forming apparatus are provided to minimize an inverse polar toner by optimizing electric charge of a toner. A developing apparatus includes a developing roller(41), a toner supply roller(42), a trail edge type doctor blade(45), a developing frame(44), an auger(43), and a toner leakage prevention film(46). The developing roller moves and attaches a toner to a photosensitive medium. The toner supply roller supplies the toner to the developing roller. A front end of the trail edge type doctor blade is installed in an upper side of the developing roller. The developing frame rotatively supports the developing roller and the toner suppler roller, and receives the toner therein. The auger agitates the toner in the developing frame. The toner leakage prevention film is supported to the developing frame to contact with a lower portion of the developing roller.
