An apparatus and a method for reducing the transmission delay of a TCP(Transmission Control Protocol) in a mobile communication system are provided to utilize a wired network based TCP even at a wireless network by using TCP retransmission timer setting way. A portable terminal for reducing the transmission delay of a TCP comprises a communication unit(310), a TCP management unit(302) and a controller(300). The communication unit transmits a message to measure the strength of transmission signals, and receives a response message corresponding to the message from a base station. The TCP management unit checks up and stores an RTT(Round Trip Time) according to an instruction of the controller. The controller instructs the TCP management unit to measure the RTT to measure RTO(Retransmission Time Out).
