A development device and an image forming apparatus including the same are provided to exactly and continuously measure a remaining amount of a toner. A development device includes a developer storage unit(11), a spring(14), a cam(15), and a sensor unit(17). The elastic member is positioned in a lower end of the developer storage unit. The driving unit pressurizes the elastic member toward the developer storage unit. When the cam pressurizes the spring toward the developer storage unit, the sensor unit measures a moving amount of the developer storage unit. The sensor unit includes a light emitting portion, a light receiving portion and a light amount adjusting member. The light emitting portion emits light. The light receiving portion receives the light from the light emitting portion. The light amount adjusting member is disposed between the light emitting portion and the receiving portion, and adjusts an amount of the light.
