A sulfur solution is provided to be usefully used as an additive for bathing water for treating skin diseases or alleviating symptoms of the skin diseases, a cosmetic composition for skin beauty, treating or alleviating the skin diseases or a disinfectant for fruits or vegetables. A sulfur solution comprises 5-30 wt.% of a sulfur ingredient such as a sulfur particle, a sulfur compound, an ionic form and a solution form of the sulfur compound. A method for preparing the sulfur solution comprises the steps of: (a) after mixing sulfur, Ca(OH)2 and water, heating at a temperature of 90-100 deg.C, agitating and dissolving a mixture; (b) after adding sodium sulfate and calcium chloride to the mixture obtained from the step(a), heating it at a temperature of 120-140 deg.C and agitating it to react; (c) after adding citric acid to a reaction product obtained from the step(b), heating it at a temperature of 170-180 deg.C and agitating it to react; and (d) precipitating a reaction product obtained from the step(c) and filtering sludge therefrom. An apparatus for manufacturing the sulfur solution comprises: a tank for storing raw materials, a tank for mixing and agitating the raw materials(10), a first combined heat reaction tank(20) for mixing the raw materials with a catalyst, heating and reacting a mixture, a second combined heat reaction tank(30) for heating, agitating and reacting a first reaction material obtained from the first combined heat reaction tank, a precipitation tank(40) for precipitating sludge contained in a reaction material obtained from the second combined heat reaction tank and a filtration device(46) for removing the precipitated sludge.
