A motion compensating method sequentially using global and local motion compensation, a decoding method, an apparatus thereof, an encoder and a decoder are provided to perform global motion compensation and perform local motion compensation by applying local motion information to a reference block where the global motion compensation is performed. A motion compensating method comprises the following steps of: extracting global motion information of a reference block(S401); performing global motion compensation by applying the extracted global motion information to the reference block; extracting local motion information of the reference block where the global motion compensation is performed(S402); and performing local motion compensation by applying the local motion information to the reference block where the global motion compensation is performed.
