Disclosed is an electrode catalyst layer for solid polymer electrolyte membrane-electrode assemblies, which enables to obtain an excellent balance between water-retaining properties and water-discharging properties in the electrode. This electrode catalyst layer also enables to exhibit good power generation performance under both low-humidity and high-humidity conditions, while exhibiting good power generation durability. Specifically disclosed is an electrode catalyst layer containing catalyst particles, an ion-exchange resin and a water repellent agent. This electrode catalyst layer is characterized in that the water repellent agent contains at least one copolymer selected from the group consisting of (A) fluorine-containing copolymers having a structural unit derived from a (meth)acrylate containing a polyfluoroalkyl group, and (B) fluorine-containing copolymers having a specific structural unit derived from a fluorine-containing olefin monomer and another specific structural unit derived from a vinyl ether monomer. |
