A system and a method for authenticating a user over a network are provided to strengthen a real name authentication procedure and to prevent personal information from leakage by making the user input a received authentication value at a terminal. A method for authenticating a user comprises the following several steps. A mobile communication provider server receives a user authentication request from a user authentication server(S610), extracts subscriber information matched with user information from a subscriber database and transmits the extracted subscriber information to the user authentication server(S620). The user authentication server compares the user information with the transmitted subscriber information(S630). In case that the user information is the same as the subscriber information, the mobile communication service provider server receives an authentication value from the user authentication server(S640). The mobile communication provider server transmits the authentication value to the mobile communication terminal via a mobile communication network and enables the user to check the authentication value(S650). The user checks the authentication value, inputs the second authentication value on the basis of the transmitted authentication value and transmits the second authentication value to the mobile communication service provider server(S660). The mobile communication service provider server receives the second authentication value via a web site server and the user authentication server(S670) and determines whether the authentication value is the same as the received second authentication value(S680). If so in the step S680, the user authentication is successfully terminated(S690), and otherwise, the user authentication is failed(S695).
