An automobile and an eco-friendly air conditioning system without using Freon gas are provided to improve cooling and heating efficiency by vertically or horizontally crossing a heat radiation member and a cooling member. An automobile and an eco-friendly air conditioning system without using Freon gas comprise a first cover(50), a second cover(60), and a cooling part. The first cover has plural heat radiating fans(51) and first and second inlet holes(52,53) to discharge air flowed through the first and second inlet holes to the outside via the heat radiating fans. The second cover consists of plural cold radiating fans(62) and an outlet hole(61) to discharge air flowed through the cooling fans to the outside via the outlet hole. The cooling part includes a thermoelectric element(10) generating hot and cold air, a heat radiation member, and a cooling member having a cold plate(31). The heat radiation member, contacted to one side of the thermoelectric element mating to the heat radiating fans of the first cover, emits hot heat. The cooling member, contacted to the other side of the thermoelectric element mating to the cooling fans of the second cover, emits cold air.
