An image synthesizing apparatus for synthesizing an image in a frequency domain is provided to decode stored images in an image decoder and synthesize the stored images in a synthesizer, thereby improving an image synthesizing rate and saving a memory capable of decoding and storing compressed/coded images. An image synthesizing apparatus(100) comprises an image encoder(110), an image decoder(120), a synthesizer(130), and a synthesized image encoder(140). The image encoder encodes a photographed image in a frequency domain to generate a first image. The image decoder decodes a stored image in a frequency domain to generate a second image. The synthesizer synthesizes the first image and the second image according to a preset weight. The synthesized image encoder encodes the image synthesized in the synthesizer. The image encoder includes an image formatter(111) and a DCT(Discrete Cosine Transformer)(112). The DCT performs the DCT conversion of an image formatted from the image formatter and converts the converted image into the frequency domain.
