PROBLEM TO BE SOLVED: To provide an optical element excellent in optical characteristics. SOLUTION: The optical element is provided with a first optical part 1 made of an optical material, wherein the surface of the first optical part 1 comprises a first diffraction structure surface 3 having concentric diffraction structures and the surface of the first optical part 1 comprises step parts 6 of recessed groove or protruded shape in the directions intersecting the diffraction structure. Air remaining in a mould when molding the first optical part 1 is released by the step parts 6 and the diffraction structure is precisely molded into a desired shape to improve the optical characteristics.
