PROBLEM TO BE SOLVED: To provide a wiping up type hydrophilization treatment agent for forming a protective membrane having excellent hydrophilicity, beautiful appearance, hardness, adhesiveness, stainproof properties and preservation stability on the surface of a resin molded article or a coated film. SOLUTION: The wiping up type hydrophilization treatment agent comprises a hydrolytic condensate of a mixture obtained by mixing an organosilane compound represented by general formula (1) with a silane coupling agent, a liquid aqueous organic compound such as a nonionic surfactant, glycerol, a polyalkylene glycol and a polyether-modified silicone, and water or a mixed solvent of water with an aqueous organic solvent.
