PROBLEM TO BE SOLVED: To easily correct a photographing direction of a camera in a digital disaster-preventive broadcasting radio system. SOLUTION: When instructing a photographing means 11 to be initiated, a control unit 40 acquires photographing start position control information 421 being held by a holding means 42 and notifies a photographing unit 10 of the initiating instruction to the photographing means 11 and the photographing start position control information 421 via a control side communication unit 50 and a photographing side communication unit 30 and on the basis of reference position information, a photographing direction recognizing means 13 recognizes a difference between the recognized current photographing direction of the photographing unit 10 itself and a position (photographing direction) indicated in the notified photographing start position control information 421. If there is any difference, a control means 14 adjusts a photographing start position on the basis of the current photographing direction of the photographing unit 10 itself recognized by the photographing direction recognizing means 13 and the notified photographing start position control information 421 and if a predetermined photographing start position is reached, the photographing means 11 is initiated to start photographing a photographing object 60.
