A plasma display panel is provided to improve contrast characteristic by arranging a first black layer on an upper dielectric layer. A first electrode(102) and a second electrode(103) are arranged in parallel on a front substrate(101). A dielectric layer(104) is arranged on an upper portion of the front substrate where the first and second electrodes are arranged. A first black layer(120) is arranged on a position corresponding to the first and second electrodes of an upper portion of the dielectric layer. A third electrode(113) being intersected with the first and second electrodes, is arranged on a rear substrate(111). A protective layer(105) including a metal oxide material is arranged on the upper portion of the dielectric layer on which the first black layer is arranged. Second black layers(106,107) are arranged on a position corresponding to the first black layer between the dielectric layer and the front substrate.
