PROBLEM TO BE SOLVED: To perform special reproduction such as fast-forwarding process of data with MPEG2-TS (transport stream) recorded therein even if the data do not contain the position information of I-picture such as SI in a video recording and reproducing device that video records and reproduces digital TV broadcasting. SOLUTION: When the video recording and reproducing device for reproducing an AV stream performs special reproduction of an AV stream, a control part of the video recording and reproducing device refers to a timestamp to be added to the front of AU (allocation unit) of the AV streams mutually adjacent to each other, calculates a reproduction position in the AU at a desired time, gives an instruction for a dedicated I-picture mode for outputting only I-picture to a decoding part and reproduces one I-picture.
