PROBLEM TO BE SOLVED: To improve identification accuracy of a monitoring target and to detect also a monitoring target whose behavior is suspicious. SOLUTION: A monitoring target identification part 22 registers monitoring target patterns and identifies the monitoring target from a photographed image by using a pattern matching technique. A noise eliminating part 21 registers noise patterns to be eliminated; and when noise in the video coincides with any of the noise patterns, the noise is eliminated by using the pattern-matching technique. A behavior suspicious pattern registration part 25 registers behavior suspicious patterns of monitoring targets and a behavior suspicious pattern identification part 24 identifies whether the moving action pattern of the monitoring target matches any of the registered behavior suspicious patterns of the monitoring targets, by using an optical flow image processing technique.
