PROBLEM TO BE SOLVED: To provide a fixing roller capable of shortening a rise up time and making the temperature distribution of the surface of a fixing roller uniform, and to provide a method for manufacturing a fixing roller. SOLUTION: The fixing roller 1 has a heat insulating roller 11 and a sleeve 12. The heat insulating roller 11 has a metal core 101 and a heat insulating layer 102 in that order. The sleeve 12 has a base material 103, a heat generation layer 104, an elastic layer 105, and a releasing layer 106 in that order. Both the ends 102a and 102b of the heat insulating layer 102 are located inside both the corresponding ends of the base material 103 in the axial direction. Regulating members 13 are disposed on the internal faces of both the ends of the base material 103, thereby regulating the axial direction movement of the sleeve 12. COPYRIGHT: (C)2008,JPO&INPIT
