PROBLEM TO BE SOLVED: To provide a culvert forming device which shapes an insertion beam in a travel direction and simultaneously inserts the insertion beam into soil to form an insertion mark groove and continuously form an underdrain with a bullet body with the travel of a travel machine body, forming vertical holes with a puncher operated with a punching mechanism at places behind the travel direction of the insertion beam at a distance, thus can well hold the water permeability, water drainage and gas ventilation of a field due to the presence of the insertion mark grooves and the vertical holes formed with the insertion beam, can improve the absorption of air, water, and nutrients, and can well grow crops such as rice plants. SOLUTION: This culvert forming device is characterized by connecting a machine frame 3 to a travel machine body 1 through a connection mechanism 2, vertically disposing the insertion beam 4 on the machine frame in a state capable of freely shaking with a shaking mechanism 5, disposing the bullet body 14 capable of forming the underdrain H in soil on the lower portion of the insertion beam 4, disposing the puncher 15 capable of forming vertical holes G in the soil W of a field at places behind the travel direction of the insertion beam 4, and disposing a punching mechanism 16 for operating the puncher.
