A TFT(Thin Film Transistor) array substrate, a method of manufacturing the substrate and an LCD(Liquid Crystal Display) panel having the substrate are provided to form a passivation layer in a single-layer structure using cycle olefine organic material to reduce the number of manufacturing processes. A TFT array substrate includes a plurality of gate lines formed on a substrate(111) in one direction, a plurality of data lines intersecting the gate lines, and a TF(125A) formed at each of intersections of the gate lines and the data lines and connected to a corresponding gate line and a corresponding data line. The TFT includes a gate electrode(122), a source electrode(142) and a drain electrode(143). The TFT array substrate further includes a passivation layer(134) formed on the substrate using a cyclo olefine organic material, and a pixel electrode(151) formed on a portion of the passivation layer, which corresponds to each of pixel regions defined by the gate lines and the data lines.
