<P>PROBLEM TO BE SOLVED: To provide appropriate report information to a user according to an application to which an IC card installed to an on-vehicle device corresponds when radio communication with a road machine is performed. <P>SOLUTION: When the IC card 2 is inserted to the on-vehicle device 1, activation of the card (B2), reading of configuration information (B3), type determination of the card (B4), and reading of card information (B5) are performed, and the card type and the card information are stored in a storage part 16 (B6). When the on-vehicle device 1 starts radio communication with the road machine 3, the on-vehicle device 1 reports information based on the card type or card information to the road machine 3 in accordance with information received from the road machine 3 (A1). The road machine 3 transmits road-side instruction information to the on-vehicle device 1 according to the content of the report information from the on-vehicle device 1 (A2). The on-vehicle device 1 determines an announcement content, based on the relation between information of the card type and the received road-side instruction information (B8).
