<p><P>PROBLEM TO BE SOLVED: To provide a device for simulating a mobile body utilizing an active time step control method having an improved execution performance. <P>SOLUTION: This device carries out simulation of a mobile body by a time step method for advancing a simulation time by setting a logical time piece widthΔt. The device comprises aΔt determination means that fetches mobile body information including route network information in which the route network is represented by a node and a link and plan route data in which a traveling route of each mobile body on the route network is represented by a node and a link, and determines the logical time piece widthΔt based on a traveling time period from a present simulated position to a meeting possible interval with respect to the other mobile body corresponding to a position where the other mobile body can be recognized.
