PROBLEM TO BE SOLVED: To provide more excellent peer-to-peer communication between radio network controllers.

SOLUTION: A drift radio network controller (DRNC) has a logic device and a measurement request device. The logic device controls the measurement request device, and the measurement request device requests a common measurement to other radio network controller (RNC) using a global procedure module of a radio network sub-layer application part (RNSAP) procedure via a radio network controller interface (IUR), and requests a user measurement to a serving radio network controller (SRNC) using the RNSAP procedure via the IUR.
