PROBLEM TO BE SOLVED: To provide a non-contact DC charging system capable of stable charging while reducing non-uniform gap variation as charging fluctuations, and to provide an image forming apparatus. SOLUTION: In the non-contact DC charging system for charging a body to be charged by discharging through a fine gap without being contact in with the body to be charged, the system includes a means for controlling a charging member for charging the body to be charged to have a constant DC voltage when the charging member faces the non-image area of the body to be charged, and detecting the charge current flowing into the body to be charged at that time. When the charging member faces the image area and performs the charging process for forming the image, the constant DC current based on the detected current is applied so as to charge the body to be charged.
