PROBLEM TO BE SOLVED: To propose a new device and a method for bending a tubular member by which a desired bent shape is obtained without using a core bar in press forming. SOLUTION: This invention relates to a device 1 for bending a tubular member with which a product shape is obtained by bending the tubular member 2, and the device 1 for bending the tubular member 2 is provided with: a first die 10 where a first forming groove 10b having a bent part forming part 10a for forming the inside 2a of the bent part of the product shape is formed; and a second die 20 where a second forming groove 20b for holding the tubular member 2 is formed opposite to the first forming groove 10b, which is inclined around the fulcrum (fulcrum shaft 21) according to the variation of the relative position to the first die 10 and with which a bending moment is imparted to the tubular member 2.
