PROBLEM TO BE SOLVED: To provide an apparatus for creating business form dictionary capable of reducing the number of operator's input operations and shortening the creation time of dictionary data. SOLUTION: The business form dictionary creating apparatus is provided with a table-circumscribed rectangle extracting part 12 for detecting and extracting a circumscribed rectangle of a table written in a business form from image data, an area data reading part 13 for reading the area data of the circumscribed rectangle from the image data, when the circumscribed rectangle of the table displayed on the display 21 is selected, or reading out the area data of a recognition target area from the image data, when the recognition target area existing in the circumscribed rectangle of the table is selected; and a dictionary data creation part 15 for storing respective area data of the circumscribed rectangle of the table and the recognition target area in a dictionary data memory 16 as dictionary data in relation with the form.
