PROBLEM TO BE SOLVED: To estimate the number of vehicles in a queue on a link in all the traffic conditions including light and heavy traffic, only by using local data from a sensor close to a target road for the estimation. SOLUTION: This queuing vehicle estimation device has a traffic density calculating means 142 for calculating traffic densities on the road and an upstream road, based on the traffic flow data of the upstream road, a quantity calculating means 144 for calculating the numbers of the vehicles on the road and the upstream road, based on the traffic densities on the road and the upstream road, and a road length, means 146-150 for acquiring the number of vehicles arriving at a terminal signal intersection positioned in a terminal of the road, based on the arrival vehicles on the road and the upstream road, and road attribute information of the road, and a queuing vehicle calculating means 152 for calculating the number of the vehicles passing through the terminal signal intersection, and for calculating the number of queuing vehicles on the road from a difference between the terminal arrival vehicles and the terminal passing vehicles, based on the terminal arrival vehicles and a signal current data in the terminal signal intersection.
