PROBLEM TO BE SOLVED: To provide a fixing device making it possible to restrain excessive rise of the temperature of regions other than regions where sheets pass even if recording media having various sizes are used, and to provide an image forming device having the fixing device. SOLUTION: A heat generation controlling member 46 is arranged facing the magnetic field generating unit 42 via a fixing belt 38 having a heat generation layer. The heat generation controlling member 46 has at least a temperature-sensitive magnetic material having a Curie temperature and controlling generation of heat of the heat generating layer by using the temperature-sensitive magnetic material of the heat generation controlling member 46, the material being magnetized or non-magnetized when the temperature thereof is near the Curie temperature of this material.
