PROBLEM TO BE SOLVED: To provide a device for manufacturing a folded information leaflet miniaturized over the whole of the device and capable of manufacturing a three-fold information leaflet in one process. SOLUTION: This manufacturing device comprises a pick-up belt 3 positioned over a paper sheet stacker 2 to pick up paper sheets P one by one, a guide wheel 4 for positioning the taken paper sheet P in the vertical direction, a fold forming plate 5 for forming folds in the paper sheet P with the paper sheet P positioned in the vertical direction, a feeding belt 6 positioned over the fold forming plate 5 to position the paper sheet P having the folds in the horizontal direction, and a twin bender 7 positioned over the paper sheet stacker 2 to fold the paper sheet P along the folds. Further, the twin bender 7 is provided with a first bender 7A for folding a first folding part P1 of the paper sheet P to a folded part P3 from above and a second bender 7B for folding a second folding part P2 to the folded part P3 from below.
