The system has a drive shaft with a rotary valve, and a cylinder head (7) receiving the rotary valve. The rotary valve is arranged to selectively open or close a flow opening in the cylinder head. A mechanical drive train has a non-circular element coupled with a drive source in a torque-proof manner and another non-circular element coupled with the drive shaft in a torque-proof manner. The non circular elements e.g. elliptical gear wheels, are coupled in a torque-proof manner to cause a speed change with one of the non-circular elements during a constant rotation of the other element. An independent claim is also included for a method for controlling a fluid flow to or from a cylinder of an internal combustion engine.
