<P>PROBLEM TO BE SOLVED: To make it possible to estimate a propagation environment between this station and another station and between other stations to perform a transmission control according to the estimation result. <P>SOLUTION: The other station signal is observed, and a propagation environment between its own station and the other station represented by a propagation loss is estimated from a difference between a transmission power and the reception power of the other station signal. Also, a propagation loss between the other station and the other station is estimated based on the transmission rate of the other station signal, and stored in a propagation table. A test packet is transmitted to the other station signal, and the result is observed. Thus, it is possible to increase the precision of the propagation table.
