PROBLEM TO BE SOLVED: To provide a character size estimating method to accurately estimate the character size in an image. SOLUTION: A threshold value setting part 58 determines a threshold value, based on the distribution of run frequencies. A connecting rectangle extracting part 59 extracts a connecting rectangle only targeting runs larger than the threshold value for the runs extracted in the main and secondary scanning directions, and a ruler line extracting part 60 extracts ruler lines from the extracted connecting rectangle. A character rectangle determining part 61 determines the ruler lines to be a character rectangle if there are three or more ruler lines in both the main scanning direction and the secondary scanning direction.
