A prefabricated heating plate is provided to freely arrange hot water pipes to significantly reduce the temperature deviation of a floor, and to couple the hot water pipes to each other by using a fixing member. An upper heating plate(A) is provided with two vertically disposed grooves(1a,1b). At least two horizontally disposed grooves(1c,1d,1e,1f) are provided from the outermost groove. The horizontally disposed grooves cross the two vertically disposed grooves. A lower heating plate includes a plurality of grooves arranged in a row. The grooves of the lower heating plate are connected to the horizontally disposed grooves of the upper heating plate. Engaging grooves(3) are provided at the edges of the upper and lower heating plates.
