PROBLEM TO BE SOLVED: To stabilize a pressure-side damping force generated when a hydraulic shock absorber in the most extended state starts contracting operation while preventing a piston from coming into a collision with a bearing member during the extension of a hydraulic shock absorber to a full length. SOLUTION: The device includes a collision prevention means 3 for preventing a piston 4 having a pressure-side damping valve 42 from coming into a collision with a bearing member 11 during the extension of a hydraulic shock absorber to a full length and a biasing means 5 for carrying a base end to the outer peripheral side of the pressure-side damping valve 42 while making the tip face the bearing member 11 so as to be seatable and unseatable, and controls a valve opening in the pressure-side damping valve 42 by a spring force generated when the biasing means 5 forces the tip to seat on the bearing member 11 to be contracted during the extension of the hydraulic shock absorber to the full length.
